Enrolling in Shinjuku Public Schools: Guide for Foreign National Children

Foreign national children of compulsory school age can enroll in Shinjuku municipal elementary and junior high schools by applying to Shinjuku City's School Management Division (学校運営課). Enrollment, tuition, textbooks, and school lunches are free of charge.

Who it is for

Foreign national children living in Shinjuku City (excluding dual nationals with Japanese citizenship, who follow standard Japanese procedures)
Foreign nationals are not legally obligated to attend Japanese schools, but enrolling in municipal schools is recommended if the child is not attending any other school.

外国籍がいこくせきの子こどもには通学つうがくの義務ぎむはありませんが、どこの学校がっこうにも通かよっていないときは区立学校くりつがっこうをすすめています。

What to do

School Enrollment Procedure and Application Flow

New 1st Graders (Elementary & Junior High)	Apply online via the 2D barcode on the enrollment guide mailed to registered households (Elementary deadline: Sept 30, 2026; Junior High deadline: Oct 16, 2026).
Mid-term Enrollment (Moving in / from overseas)	After completing moving-in registration, go directly to the School Management Division (学校運営課) with Residence Cards.
Where to Apply	School Management Division (新宿区の学校運営課).
Cost	Free (¥0): Admission fee, tuition, textbooks, and school lunches. Parents pay for school supplies (gym uniform, drills), excursions, and school trips.
What to Bring to the Division	Residence Cards (在留カード) or Special Permanent Resident Certificates for both parent and child.
What to Bring to School	School Admission Notice (入学通知書), and if received from your previous school, bring the certificate of enrollment and textbook certificate when completing procedures at the assigned school.

If online application is difficult, or if you moved in after the eligibility date (Aug 5, 2026 for elementary; Sept 1, 2026 for junior high) or apply after the deadline, visit the School Management Division in person. Trial enrollment during temporary home visits is not offered.

新しん1年生ねんせい：届とどいた案内あんないの二次元にじげんコードからネットで申請しんせいします（小学校しょうがっこうは2026年ねん9月がつ30日にちまで、中学校ちゅうがっこうは2026年ねん10月がつ16日にちまで）。
途中とちゅうから入はいるとき：転入届てんにゅうとどけのあと、在留ざいりゅうカードを持もって学校運営課がっこううんえいかへ行いきます。
どこで：新宿区しんじゅくくの学校運営課がっこううんえいか。
お金かね：入学金にゅうがくきん・授業料じゅぎょうりょう・教科書代きょうかしょだい・給食費きゅうしょくひは0円えんです。体育着たいいくぎやドリル、遠足えんそく、修学旅行しゅうがくりょこうのお金かねは自分じぶんで払はらいます。
学校運営課がっこううんえいかへ持もっていくもの：親おやと子こどもの在留ざいりゅうカード（または特別永住者証明書とくべつえいじゅうしゃしょうめいしょ）。
学校がっこうへ持もっていくもの：入学通知書にゅうがくつうちしょ（前まえの学校がっこうの在学証明書ざいがくしょうめいしょなどがあれば一緒いっしょに出だす）。
気きをつけること：ネットでできないときや、期限きげんを過すぎたときは直接ちょくせつ学校運営課がっこううんえいかへ行いきます。体験入学たいけんにゅうがくはしていません。
