Moving to or from Bunkyo City: Procedures, Counters, and What to Bring (Moving-in, Address Change, Moving-out)

When you move into Bunkyo City, move within the city, or move out of the city, you must submit a resident notification within the set period under the Basic Resident Registration Act (住民基本台帳法). In Bunkyo City, these notifications are handled by the Resident Records Subsection of the Family Register and Resident Division (区民部戸籍住民課住民記録係) on the 2nd floor of Bunkyo Civic Center (文京シビックセンター), phone 03-5803-1177. Moving-in from another municipality is accepted only on the 2nd floor of Bunkyo Civic Center, and the Resident Service Corners (区民サービスコーナー) in the Community Activity Centers (地域活動センター) do not handle change-of-address notifications either.

What to do

Notification of Moving-in (転入届)Submit within 14 days from the day you moved. You cannot do it before you move (before you start living at the new address). Accepted only on the 2nd floor of Bunkyo Civic Center. It cannot be submitted by mail or email.
What to bring: Moving-in1. Identity document of the person at the counter (My Number Card, driver's license, passport, Residence Card, etc.). Foreign residents bring the Residence Card or Special Permanent Resident Certificate of everyone who is moving; 2. My Number Card (if you have one); 3. Certificate of Moving-out (転出証明書) (not needed if you did the special moving-out with your My Number Card); 4. Letter of attorney signed by the person (only when a proxy applies). If you have a My Number Card, a separate letter of attorney is needed for the card procedures.
Notification of Address Change (転居届)Submit within 14 days from the day you moved (the day you started living at the new address) within Bunkyo City. You cannot do it before you move. Accepted at the Resident Records Subsection, Family Register and Resident Division, Bunkyo Civic Center 2F (not at the Resident Service Corners in the Community Activity Centers). Bring: identity document (foreign residents: Residence Card or Special Permanent Resident Certificate of everyone who is moving), My Number Card (if you have one), and a letter of attorney (proxy only; a separate one for My Number Card procedures).
Moving date 1 year or more agoIf the moving date is 1 year or more in the past, bring the original of a document showing you have lived there continuously from the start until now (such as a rental contract). This applies to moving-in and address change.
Living with your family (foreign residents)If you live with your family in Japan, bring the original of an official document proving the family relationship (marriage certificate, birth certificate, family certificate, family register transcript (戸籍謄本), etc.). If it is in a foreign language, attach a translation.
Notification of Moving-out (転出届)Accepted at the counter, by mail, or online (Myna Portal). At the counter: submit before you move or within 14 days after you move, and receive the Certificate of Moving-out at the Family Register and Resident Division counter, Bunkyo Civic Center 2F.
Online moving-out (Moving One-Stop Service)For people with a My Number Card that has a valid electronic certificate. Apply in Myna Portal from 30 days before to 10 days after your moving date, by 9:00 p.m. two business days before the day you plan to visit the new city office. Check in Myna Portal that both your previous municipality and your new municipality show "complete" (完了), start living at the new address, and then go to the new city office to submit the moving-in notification. Moving-out in Myna Portal alone does not complete the change of your resident record.
My Number CardBring the card when you submit the moving-in or address-change notification. Ask at the Family Register and Resident Division counter about updating the card for the new address and issuing the electronic certificate.
Other proceduresSeal registration (印鑑登録): if you need it in Bunkyo City, check the procedure and requirements at the Family Register and Resident Division counter together with the moving-in notification. Families with children: apply for Child Allowance (児童手当) and child medical certificates (Maru-Nyu, Maru-Ko, Maru-Sei / マル乳・マル子・マル青) in Bunkyo City, where the recipient lives. Public employees in principle apply at their workplace; if the workplace (such as an incorporated administrative agency) does not pay it, apply at the city office.

  • 家族かぞくと住すむ外国人がいこくじん：家族かぞくの関係かんけいが分わかる公おおやけの書類しょるい（結婚証明書けっこんしょうめいしょ、出生証明書しゅっしょうしょうめいしょなど）の原本げんぽんが必要ひつようです。外国語がいこくごのときは日本語にほんごの訳やくをつけます。
  • 転出届てんしゅつとどけ（文京区ぶんきょうくから出でていくとき）：窓口まどぐち、郵便ゆうびん、オンライン（マイナポータル）でできます。窓口まどぐちでは、引ひっ越こす前まえか、引ひっ越こした日ひから14日にち以内いないに出だします。
  • オンラインの転出てんしゅつ：使つかえるマイナンバーカード（電子証明書でんししょうめいしょがある）が必要ひつようです。引ひっ越こす日ひの30日にち前まえから10日とおか後ごまでに申もうし込こみます。新あたらしい役所やくしょに行いく日ひの2営業日えいぎょうび前まえの夜よる9時じまでです。マイナポータルで「完了かんりょう」を見みてから、新あたらしい役所やくしょで転入届てんにゅうとどけを出だします。

Questions people ask

Can I submit the moving-in notification before I move?

No. The moving-in notification must be submitted within 14 days from the day you moved, and you cannot do it before you move (before you start living at the new address). Please come to the counter after you have actually moved. The moving-out notification at the counter, on the other hand, can be submitted before you move or within 14 days after you move.

I cannot go to the city office on weekday daytime because of work. Can I submit the moving-in notification in the evening or on a holiday?

Yes. You can submit it at the Family Register and Resident Division on the 2nd floor of Bunkyo Civic Center during the Wednesday evening extension (until 8:00 p.m.) and on the 2nd Sunday of each month (9:00 a.m. to 5:00 p.m.). The 4th Saturday opening handles My Number Card procedures only, so moving-in and change-of-address notifications are not accepted on that day.

What do I need if I submit the notification for a family member as a proxy?

If someone other than the person or a member of the same household submits the notification as a proxy, a letter of attorney signed by the person themself is required. If the proxy also does My Number Card procedures, a separate letter of attorney is needed.

Can I do the moving procedures at a Community Activity Center?

No. Moving-in from another municipality is accepted only on the 2nd floor of Bunkyo Civic Center, and the Resident Service Corners in the Community Activity Centers do not handle change-of-address notifications either. Please go to the Family Register and Resident Division counter on the 2nd floor of Bunkyo Civic Center.

If I submitted the moving-out notification online, when should I go to the Bunkyo City counter?

After you check in Myna Portal that the application status shows "complete" (完了) for both your previous municipality and Bunkyo City, visit the Family Register and Resident Division counter on the 2nd floor of Bunkyo Civic Center within 14 days from the day you moved. You may not be able to complete the procedure if you come on the same day you applied or before your planned visit date.
